Dr. Phelan is an Assistant Professor (tenure track) at the Center for Global Health Science & Security, Department of Microbiology and Immunology at Georgetown University School of Medicine. She also holds an appointment as Adjunct Professor of Law at Georgetown University Law Center. Dr Phelan works on epidemics and law, including COVID-19, Ebola and Zika, with a focus on public health measures, international organizations, and laws at the international and national (especially. US, China, Australia) levels. She advises particularly on control measures, human rights, data sharing, vaccine research and development,and international governance.She has worked as a consultant for the World Health Organization, the World Bank, and Gavi: the vaccine alliance. She previously worked for a number of years as a solicitor at a firm in Melbourne, Australia and was admitted to practice to the Supreme Court of Victoria and High Court of Australia in 2010.
Dr. Phelan’s research examines overlap between fields of international law, in particular global health, human rights, and environmental law and how conflicts between fields can serve as the catalyst to progressively develop international law, or impede preventing and responding to epidemics. Dr Phelan is a member of the National Academies of Sciences, Engineering and Medicine Standing Committee on Emerging Infectious Diseases and 21st Century Health Threats and the National Academies of Sciences, Engineering and Medicine Committee on Data Needs to Monitor Evolution of SARS-CoV-2 to develop data sharing systems to track genomic epidemiology of the outbreak. She continues to provide advice to governments, legal counsel, and international institutions globally on COVID-19 response.
