Dr. Skopac is Chief Engineer for the Division of Healthcare Payment, Innovation, and Quality at the MITRE corporation. She has served as a project leader to provide policy support for the CMS’ Center for Clinical Standards and Quality and Co-Principal Investigator for the development of an ethical framework for the use of consumer-generated data in healthcare. Dr. Skopac co-founded the Post-Acute Interoperability (PACIO) Project, a collaborative effort between over 50 stakeholders, with the goal of establishing a framework for the development Fast Healthcare Interoperability Resources (FHIR) implementation guides to facilitate health information exchange. Prior to joining MITRE, Dr. Skopac served as a health policy analyst at the Hilltop Institute, a non-partisan policy research organization within the University of Maryland, where she provided strategic evaluation of the Maryland Asthma Control Program in accordance with CDC issued guidelines, conducted a needs assessment for the Maryland state public health system in preparation for national accreditation, compiled an environmental scan of Hospital Community Benefits Program requirements in each of the 50 states, and authored the final report submitted to the Maryland General Assembly on behalf of the Advisory Committee on Operating Model and Insurance Rules for the Maryland Health Benefit Exchange (MHBE). She also served as a program evaluation specialist at the Institute for Community Health and Public Policy Liaison for the the American Academy of Pediatrics, Maryland Chapter. Dr. Skopac received a BA in Interdisciplinary Studies, an MA in Ethics, a doctorate in Health Policy, and a JD from University of Maryland.
