Thomas Carpenter, CPESC retired, is past owner of Carpenter Erosion Control, a full service ESC contractor in central Iowa. He built a successful E&SC business with the philosophy of providing expertise knowledge on E&SC for his clients, providing the highest quality work, and providing 24-hour response time. He also invented the slicing method for properly installing silt fence, and co-sponsored extensive research with the EPA resulting in updating the ASTM D-6462-03 standard for silt fence installation.
He is the author of the manual Silt Fence That Works which has been utilized in training all over the country, presented an educational CD on silt fence effectiveness, and is a speaker on E&SC issues at training functions. Tom has co-written a standards procedure for testing the effectiveness of sediment retention devices, and authored the EPA Fact Sheet on Silt Fence.
