Each year since 1988, the volunteer board of directors from the Minnesota Erosion Control Association (MECA) collect feedback from members and then work diligently to offer engaging educational opportunities for those in the erosion control and stormwater management fields. We rely on knowledgeable experts like Noah Czech who are willing to share their experiences and lessons learned for the benefit of our natural resources. Noah Czech has been the City of St. Cloudโs Stormwater Compliance Specialist for 17 years. He oversees implementation of the Cityโs Stormwater Pollution Prevention Program and surface water management plan.
