Dr. Shellie Keast is a Principal in Mercer's Government Human Services Consulting group, part of Mercer Health & Benefits LLC (Mercer). Dr. Keast has over 20 years of experience working with state Medicaid programs. She also has extensive teaching and research experience with numerous publications and presentations. Dr. Keast utilizes her experiences to assist in problem solving for public insurers. Prior to joining Mercer in 2019, Shellie worked at the University of Oklahoma College of Pharmacy, where she held a variety of roles. Shellie began her time at the College working with the state Medicaid program, eventually managing the Drug Utilization Review (DUR) program. While working, Shellie received her Ph.D. in Pharmacy Administration and began her role as a faculty member with the College in 2013. She continued her role with the state Medicaid program and became the Director of Academic Research where she managed the alternate payment model data development, performed industry and nationally funded research projects, and managed graduate student development.
