Joe Dixon was born and raised in Baltimore, Maryland. He began his emergency services career with the Howard County, Maryland Department of Fire and Rescue Services in 1993 and retired as the Assistant Chief in charge of operations in June of 2018. In July of 2018, Joe was named Fire Chief of the Goldsboro, NC Fire department where he guided the department to new heights over the course of nearly three (3) years. His migration South is now complete as he was named Chief of the Gainesville, Florida Department of Fire & Rescue in March of 2021. Chief Dixon is an experienced presenter/instructor having developed presentations for IAFC, Black Chief Officers Committee (BCOC), and the IAEM. He maintains affiliation as a FEMA Train The Trainer (TTT) and University of Maryland Fire special programs instructor. A graduate of both the National Fire Academy’s Executive Fire Officer Program and the Carl Holmes Executive Development Institute. Joe also holds a bachelor’s in Fire Science from the University of Maryland University College and a Master of Arts in Organizational Leadership from Warldorf College. Chief Dixon was named as an initial IAFC International Diversity and Executive Leadership Fellow in 2017 and has served on the National Fire Protection Association’s 1710 committee. His advanced professional certifications include Fire Investigator, Fire Officer IV, Certified Fire Protection Specialist, Fire Instructor III, Chief Fire Officer (CFO) designation, and Emergency Manager. Joe is the current Chair of the BCOC.
