BC (ret.) Kathleen McCaffery was a member of Fairfax County Fire and Rescue Department for 28 years, where she retired a as Battalion Chief in 2019. During her time with FXCO Fire Department, she was also a member of the International Urban Search and Rescue Team. In this role, she responded to natural and man-made disasters worldwide. In 2010 she awarded a Federal Executive Followship with the National Counterterrorism Center (NCTC), analyzing how international terrorist organizations impact State and Local first responders. It was during this Fellowship she was asked to stand up The Joint Counterterrorism Assessment Team (JCAT); a collaborative effort of the FBI, NCTC, CIA and DHS.
At the inception of JCAT in 2013, Kathleen acted as the first Operations Officer until her departure in 2016.. Along with building the JCAT’s foundation, she was in charge of outreach, education, hiring, budget, and congressional briefings. She was the first member of JCAT to join the Joint Counterterrorism Awareness Workshop, resulting in the participation and presentation of 22 national workshops. She developed the Basic Terrorism Awareness for First Responder course, which was adopted by the US Fire Administration as their Terrorism curriculum in 2015. The culmination of her time with NCTC was capped with being awarded the highest individual awards from NCTC and the DNI: NCTC Director’s Award and The National Intelligence Exceptional Achievement Metal.
Kathleen Returned to FXCO FD to finish out her career after 5+ years in the Intelligence Community, retiring in 2019. In 2020, Tesla reached out to Kathleen to recruit her to help build the Tesla Fire Team as the Senior Fire Lead for the newly formed Fire Response team. In 2021 she moved to the Senior Fire Liaison for Global Tesla.
She holds a Masters Degree in Public Administration from George Mason University.
