Dr. Smith has a Doctorate in Management, a master’s degree in Organizational Management, and two associate degrees (Fire Science and EMS). He is credentialed as a Chief Fire Officer, Chief EMS Officer, Certified Public Manager, Certified Healthcare Simulation Educator, Executive Fire Officer (University of Florida), a Fellow in the American College of Paramedic Executives, Certified Occupational Safety Specialist, Fire Service Instructor (Level III), and a Nationally Registered Paramedic.
He is a published author, national speaker, consultant, and researcher. Dr. Smith’s experience includes high-performance fire-based EMS system designs, Performance Improvement, Fire/EMS simulation, Systems Analysis, related Fire/EMS Information Technology, Emergency Operations Centers functions, and fire and ambulance service accreditation processes.
Dr. Smith was appointed to lead the CFD in December 2020 and solidify the fire-based EMS agency while transforming the 165-year-old organization into a high-performance multidiscipline emergency services operation. With 33 years of experience in the emergency services profession, Dr. Smith is originally from Jamaica and is a military veteran. He served in the Air Force and in Central Florida where he retired in 2020 as an Assistant Chief.
He has worked diligently to increase diversity and inclusion in the Charlottesville Fire Department. Chief Smith is an Adjunct Professor at Embry-Riddle Aeronautical University and Columbia Southern College.
