Norman G. Hoffmann, Ph.D., a clinical psychologist, has been evaluating treatment effectiveness and developing a broad range of practical clinical assessment instruments during the past 40 years. He founded the CATOR system for evaluating the effectiveness of addiction treatment programs in 1980 and served as its chief science officer until 1995. CATOR was the largest independent program evaluation service in the United States. International efforts included designing a national evaluation study for native programs in Canada and prison based programs in the United Kingdom. Some of his assessment instruments are now available via a HIPAA compliant website. Dr. Hoffmann is currently an adjunct professor of psychology at Western Carolina University.
