Internet social networking and high technology fundamentally changed human behavior and criminal methods. To protect minors, we need fast, flexible, reactive, and informed responses. This includes a continuing effort to examine how high-impact offenders use emerging communications, high technology, cell phones, encryption, mass data, the Dark Web, and social networking tools to victimize children and avoid capture.
