Chief Operating Officer within the Testing/Diagnostic Workgroup and leads the Industry Engagement team within HHS for the COVID-19 Pandemic Response. Steven is a career federal official from NIH who has leveraged his scientific expertise and communications to assess the testing diagnostic market and help inform senior HHS and WH leadership to make strategic decisions. Steven is leveraging his experiences over the past year, to continously solve problems and improve diagnostic testing capacity in the US, specifically as it pertains to the current COVID response, future pandemics and global health security.
Prior to COVID-19, Steven was a Scientific Review Officer in the AIDS Research Review Branch with experience in leading, organizing, and managing Special Emphasis Panels for the scientific peer review of grant applications and contract proposals. Extensive academic and research experience from the HIV field and utilize this expertise to recruit and guide reviewers to serve on NIAID review panels, perform administrative review of proposals/grants, and run peer review meetings. Steven has a deep understanfing of NIH peer review policies and served on multiple committees aimed at optimizing the peer review process, and contributions are being implemented within NIAID and NIH. Experience in training/managing scientists and technical staff.
