Kiera Zitelman joined NARUC in 2016. She manages multiple federal cooperative agreements with the U.S. Department of Energy and National Labs on carbon capture and coal-fired power, nuclear energy, natural gas, microgrids, and electricity policy to provide technical assistance and analytical support to state public utility commissions. She is responsible for conceptualizing and producing resources to position state commissions to tackle emerging challenges. She supports NARUC committees on Gas and Electricity. Prior to joining NARUC, she provided regulatory support to federal and state clients as an economist/analyst at ICF. Kiera has a BS in environmental policy from the University of Maryland and an MPP from Georgetown University.
