This presentation examines the Kelsey Smith abduction and murder case, which occurred in Kansas and received national attention. The case has been featured in multiple documentaries on national and international television, most recently in December of 2019. It is presented in two parts. Part one is a case study of Kelsey's abduction and murder. It highlights the use of technology in these types of cases and provide insights for investigators, forensic teams, prosecutors, and victim advocates. Part two explains how the Kelsey Smith Act came about and provides case law supporting the Act, policy considerations, as well as best practices for cases in which the Kelsey Smith Act may be used.
