Heba Mohamed Ismail works as Libraries Technical Manager at Egypt's Society for Culture & Development (ESCD) .
ESCD is one of the leading organizations which maintain networks of public & children's libraries in Egypt and provides library service to all age groups.
Heba holds a PhD Degree in Librarianship and Information Science, her PhD entitled "E-training networks for public librarians: an experimental study to design a network for public librarians". Heba had been selected to join the Bill and Melinda Gates Foundation’s International Network of Emerging Library Innovators (INELI) program ten years ago.
Heba is the Director of INELI-MENA program, a program funded by Bill & Melinda Gates Foundation and conducted by the Arab Federation for Libraries & Information (AFLI), and she is the Secretary of IFLA’s Continuing Professional Development and Workplace Learning Section (CPDWL).

The Arab Federation for Libraries and Information (AFLI) in recognition of her accomplishments 2020 as INELI-MENA was recognized as WSIS champion 2020, it ranked among the top five projects in the world in the e-learning category.
