Mark V. Shourds, PE, PP, F-NSPE is the County Engineer for Atlantic County. Shourds has over 40 years of experience in land planning and civil engineering. His background includes land planning, design, inspection, and construction management.
Shourds is a licensed Professional Engineer registered in New Jersey, Pennsylvania, and Maryland. He holds the position as County Engineer, heading the Atlantic County Engineering Division. He has been responsible for the design and management of all phases of land development engineering projects, including site assessments, utility design and coordination, stormwater management and construction inspection. He is completely familiar with site / civil engineering in New Jersey, as well as the soil characteristics of this region and the local and state regulatory permitting processes.
Shourds is also a licensed Professional Planner registered in New Jersey. He is completely familiar with the local and state regulatory permitting processes and has been responsible for the research, preparation and testimony for bulk and use variance applications. Mr. Shourds has appeared before numerous Planning Boards, Zoning Boards of Adjustment, Municipal Councils and Courts of Law as an expert in the field of land planning.
Shourds holds the position as a Trustee in the Rancocas Conservancy and was elected President of the New Jersey Society of Professional Engineers in 2014, where currently he is the New Jersey Delegate to the National Society of Professional Engineers.
Shourds received the Distinguished Engineer Award in 2015 from the American Society of Civil Engineers, South Jersey Branch, the Outstanding Engineer of the Year Award from the New Jersey Society of Professional Engineers in June 2018 and was inducted into the Order of the Engineer, on June 2, 2014, in Washington, DC, at the National Society of Professional Engineers National Conference.
