Matthew M. Garber, MCSE, Senior Vice President Mr. Garber is a Senior Vice President, Corporate Officer of the Hillsborough Office, and Board of Directors Member. Mr. Garber has been with Carroll Engineering since 1986. Mr. Garber is responsible for all Information Technology aspects of the company. This includes Civil Engineering, Infrastructure, Municipal Management, and Geographic Information Systems. He has extensive management and technical experience in four main areas, including Geographic Information Systems, Information Technology, Computer Visualization, and Computer Drafting and Design.
