Todd has an extensive background in the public, private and government sectors, with an emphasis on small business development and Business/Special Improvement Districts (BIDs/SIDs). Todd is a former staffer for the U.S. House of Representatives and the New Jersey State Senate and General Assembly where he handled matters related to the Departments of Community Affairs, Treasury, Environmental Protection and State. A graduate of the New Jersey Downtown Revitalization and Management Institute, Todd served for a number of years as the Executive Director of the nonprofit Vineland Downtown Improvement District where he spearheaded and oversaw important projects impacting streetscaping and beautification; volunteer recruitment, retention and recognition; grant writing; small business assistance and more. Moreover, he has spoken across the country on topics such as how businesses can capitalize on downtown revitalization efforts and how to engage a diverse merchant population
