Allen Lewis is the Fire Chief of the Virginia Fire Department in Virginia, Minnesota. He is a National Fire Academy
Executive Fire Officer (EFO) graduate, a Center for Public Safety Excellence (CPSE) credentialed Certified Fire
Officer (CFO) and Certified Emergency Medical Services Officer (CEMSO) as well as a Nationally Registered Paramedic,
certified IFSAC Fire Officer, Instructor, and Investigator with the Minnesota Fire Service Certification Board.
Chief Lewis holds dual Associate of Applied Science degrees in Fire Suppression Technology, and Emergency Medical
Technology - Paramedic from Chemeketa Community College, a Bachelor’s of Fire Service Administration from
Western Oregon University, and a Master of Public Administration from Columbia Southern University. Chief Lewis
is an adjunct professor in the College of Safety and Emergency Services at Columbia Southern University where he
teaches courses in Leadership, Operations and Personnel Management, as well as Community Risk Reduction.
Chief Lewis serves on the St. Louis County 9-1-1 User Board, St. Louis County Fire Chiefs' Association, Northeast
Regional Emergency Communication Board, Minnesota State Fire Chiefs' Association Policy Committee, Legislative
Committee, EMS Committee, and the regional Mental Health Task Force. As a Paramedic, Chief Lewis has practiced
medicine aboard ships above the Arctic Circle, in demobilized child soldier camps in Sudan, and in helicopters over
Iraq. As a well-traveled international instructor and consultant in the fire service and EMS profession, he has trained
EMS personnel in Afghanistan, Belize, Guatemala and Honduras as well as firefighters in the Democratic Republic
of Congo, Guatemala, and Iraq. Mr. Lewis has lived, worked, or traveled to 97 countries in his almost 25 years of
fire, rescue, and EMS experience.
Past emergency service positions Chief Lewis has held include: Firefighter/Paramedic, Lieutenant, Captain, and
EMS Division Chief. As an Idaho EMS Division Chief, he oversaw the upgrade of an Intermediate Life Support
system to an Advanced Life Support one. In Minnesota, as Fire Chief, he implemented a new, cost effective, IAFF
represented work group of single-role EMT’s and Paramedics to increase diversity while meeting the rising call
demand created by inter-facility hospital transfers. This initiative has been successful and has significantly increased
the number of women and minorities employed by the Virginia Fire Department.
